Roy Bell is a Divisional Director within the Central Procurement Directorate which is part of the Department of Finance & Personnel. He is responsible for the procurement of goods and services across the Northern Ireland Civil Service. Annually his division awards around 600 EU Regulated Contracts to the value of £500m.

Roy is a Fellow of the Chartered Institute of Purchasing & Supply. He is currently the NI Branch Chair for the Institute and sits on the Institutes National Council. Roy has supported the Institute internationally speaking at events in Europe, Africa and the Caribbeans.
