Many companies tendering for public sector contracts have an insufficient understanding of the rules and regulations governing the procurement process. This seminar provides an explanation of the basic processes and procedures that suppliers need to understand, in order to tender successfully. It has been designed to cater for beginners, as well as those looking to submit better tenders next time.

About the Seminar

Public procurement in Northern Ireland was worth over £2.4 billion during the year 2008/2009. While construction and maintenance services account for almost half this amount consultancy, office machines & supplies and energy each accounted for well over 100 million pounds worth of business. Despite these high values and guaranteed payment many companies fail to make the most of the opportunities presented by the biggest customer in Northern Ireland: the public sector.

This 'Winning Tenders in Northern Ireland' seminar has been designed to provide an explanation of the basic processes and procedures that suppliers need to understand, in order to tender successfully in the public procurement marketplace.

As well as packing the day full of latest tips and advice from those regularly involved in tendering in Northern Ireland, this full day seminar will answer the following essential questions:

  • What are your rights in a public sector tender situation?  
  • What sort of de-brief are you entitled to?

Noel Brady - Consult Nb1 Limited
Noel Brady has over 25 years unique and extensive experience in the demands of tendering procedures in Northern Ireland both in the public and private sectors, particularly in regard to OJEC, GCat, SCat and other public sector procurement routes. In his career in both the private and public sectors he has amassed in-depth experience in complex supply and service, PPP and PFI projects. In the last six years his company has helped a full range of
indigenous, national and international companies successfully tender and secure contracts for products and services valued from 10's of thousands to 100's of millions. He is an Honorary Fellow of the Sales Institute of Ireland and represents the Institute on the Business and Industry Forum (BIFNI) set up by CPD to provide a strategically focused channel through which Government and the business sector can meet to consider matters which relate to public sector procurement.

Roy Bell - Central Procurement Directorate, DFP
Roy Bell is a Divisional Director within the Central Procurement Directorate which is part of the Department of Finance & Personnel. He is responsible for the procurement of goods and services across the Northern Ireland Civil Service. Annually his division awards around 600 EU Regulated Contracts to the value of £500m. Roy is a Fellow of the Chartered Institute of Purchasing & Supply. He is currently the NI Branch Chair for the Institute and sits on the Institutes National Council. Roy has supported the Institute internationally speaking at events in: Europe; Africa and the Caribbean.

Patrick Brown - Tughans
Patrick is a Partner in the Commercial Litigation Department in Tughans and has acted in a number of the leading procurement cases in Northern Ireland in recent years. He regularly advises SME's in respect of contentious procurement matters across a wide range of business sectors. He has advised contracting authorities in relation to challenges to their procurement processes and has advised successful parties as to their rights when a tender award has been challenged.

Linzi Conway - Key to Success Consultants
Linzi is a self employed Business and Management Consultant and works on an Associate basis for a wide range of companies in Northern Ireland. She has 12 years experience in the delivery of Business Development, Management and HR Programmes and is a highly experienced public speaker, mentor and trainer. She is a specialist in business communications and professional report writing in relation to all aspects of business planning, marketing and tendering.
